Exactly! After all, they had to have had their hands on them if they "just found them",right?

Maybe I just have a suspicious mind, but I SUSPECT there will be very little evidence of wrong-doing found in the "notes it took them 3 tries to find". That's what the "3 tries to find" were all about. They were culling the records as they found out what info had been released that could actually be used as evidence. They didn't know what to "not be able to find" until each round of news reports were printed, and they had to hurry to make sure any incriminating evidence on anyone prominent "took a walk and got lost".

They don't really mind stuff showing up that casts "suspicions" because these are professional politicians/professional liars, and they can always confuse mere suspicions into "allegations be de ebil Republicans."

Hard evidence,on the other hand, could lead to pardons having to be issued, and explanations having to be given.

Why does the Deep State do this, from top to bottom?

Because there is no negative consequence. Nobody in memory has served prison time for obstructing justice, for delay, for lying to the court about the existence of these documents.

Same goes for Obama and Kerry working for Iran, against the USA.

Nobody has even lost a dime. Anybody that had to resign ended up getting no-show seats on corporate boards and think tanks that automatically sent checks to their bank accounts.
