Forget for the moment that he is totally ignorant to the fact that there is a rating system...and far more detailed that the old G, PG, & R. I think it was under Clinfon when tney added PG13 and NC17, plus a bunch of letters that if you have the code book explain the content. It was with those more complex ratings that movies really started pushing the envelope. As if as long as they could explain with ratings and code what was in the movie, they could get away with more. TV also went downhill about that time.
More complex ratings will probably make the situation worse, not better.
