They kept it focused on the FISA abuse.  They followed every rule and procedure.  It was reviewed by the stakeholders and a change made as suggested by the FBI.  The FBI and the DOJ didn't want the memo to come out because it makes them look bad.  One can only speculate as to why the Democrats didn't want the memo to come out.  The Committee is tasked with protecting the rights of American citizens.  These abuses (which are unlikely to be the only incident) clearly violated the rights of an American citizen.

It was the foundation for the O Admin to continue to spy on Trump after he was elected.  Rosenstein also was one of those that submitted the shady FISA warrant to the judge.  They all assumed that it would be used to remove him.  The Dems cannot have Rosenstein removed as they have to have an O guy in that position to prevent the lot of them from being prosecuted.  They have to keep Trump tied down with the threat of Obstruction of Justice to save their own butts, which is the whole reason for the Russia! Bologna and the special prosecutor.

That IG report that comes out in April will be extremely important.
