The dollar is weaker vis-a-vis other currencies. There's a difference between pursuing a weaker dollar and allowing the market to work the dollar to a realistic level.
Yes it's up to Congress, but at the end of the day right now he is conceding on granting amnesty and conceding on the wall, by putting $$ in a trust fund. Congress makes and passes legislation -- he is still the one that has to sign off. If you recall, Congress did send a bill to Bammy on healthcare -- he refused to sign it. He's also asked SCOTUS to rule on DACA -- which if they decide to take the case, their ruling will relieve either party from responsibility.
As for the dollar -- Trump himself stated that the dollar was too strong and wanted to see a weaker dollar. Again, Trump isn't going to do anything or make any deal that is going to negatively affect HIS pockets.
