As Welch pointed out, it takes congressional action to truly reduce the state. Trump at least shows that it can be done.
His pecks away at the executive-order regulations show that much, which is the good news.
The not-so-good news: It takes congressional action
and, these days, considering how much of its proper constitutional authority Congress has actually surrendered,
a presidential push in that direction. Merely flicking away a pocket full of former executive orders is going to
truly reduce the State about as much as shaving away
one microscopic portion of a piranha's tooth will turn the piranha away from eating.
