I wouldn't be surprised if the voter laws in Maryland were the same or otherwise congruent to those in Iowa.
The state has a Republican governor who might be in a position to use his authority to put the kibosh on this. Of course, it would involve some hard politics and perhaps the persuasion of the threat of prosecution.
Does he have the cajones to do so?
