It's bullshit is what it is.  Lefties call dogs "Service animals" to get unknowing people to conflate that with Seeing eye dogs and such.   There are all kinds and levels of Service Animals, and I'd bet money this isn't one.  "State Provided" means "I got him from the Pound."
