Those are 45 Stated Communist Goals which were read into the Congressional Record by Congressman Herlong in 1963, about the same time Nikita Kruschev was banging his shoe on the podium.

Most of that list has been done, in contrast to America in '63.

They were quoted from the 1958 Book by Cleon Scousen entitled The Naked Communist  Scousen was an FBI agent for many years!

I'm kind of curious about the history of these monuments.

It looks like the vast majority of them were erected between 1900 and 1930 so I'm wondering what the driving force was that didn't exist prior.
