If it’s true that any grand jury will indict a ham sandwich if the prosecutor asks it to, then why does special counsel Robert Mueller need a second grand jury for his phony-baloney Russian collusion investigation?

He’d been using one to hear evidence in Alexandria, Va., but now Mueller wants another one, in D.C. And word of its impaneling was instantly leaked — how D.C. is that?
