Of course, it is difficult to reach the 50% (plus 1 more vote) when the GOP will only negotiate amongst themselves.
We just saw that in the Senate, too. For with only 52 GOP Senators, they needed at least 50 to agree. In reality, near lockstep unanimity.
Unanimous agreement was also required with the Articles of Confederation, too.
And that failed, spectacularly.
