Maybe, but he's going to have the enmity of every vendor who caters to the beach biz, everyone who wanted to go dunk the rug rats or lay out in the sun.
This is as smart as dynamiting a beached whale, and it hits people in one of two places: their wallets or their playtime. Either will cause the sort of deep seated resentment that no person in politics ever wants to own.
