Someone eaten Cotton's brain or something? One of the primary reins on FISA surveillance overreach is the oversight created by the need of the intelligence services to justify section 702's continuance every year. For congress to abdicate that responsibility .... it's mind boggling.

Not so mind boggling as distressing that they would even consider abdicating that responsibility.
Without review, it's carte blanche with our rights, but even worse telegraphs the intention to do nothing about the problem at its roots to solve it, and instead 'manage' it which will ensure it continues in perpetuity.
