I did not know that "business ties with Russia" was a criminal or civil misdeed. Private citizens and corporations have had dealing with Russia since their revolution or before.
Armand Hammer comes to mind. Occidental Petroleum. My father told me stories that he had heard in the oil patch before the start of the Cold War, about US firms in Russia.
And a basic premise of engaging and winning the Cold War, was that commerce reduced the risk of war. IOW common interests make war an undesirable practice.
