This isn't the first time for Assad. He has been using Chlorine gas for a while. Syria didn't not sign the Chemical Weapons Ban.
The Russians have been turning Syria to rubble. I imagine Assad saw a better way of doing it.

FWIW, I provisionally agree with him on it, too.  It definitely sets him apart from Obama, and that's probably good. 

As to what happens next... that's the "provisional" part.  If there's any sort of strategic thinking behind this then hopefully it won't be too bad; it's not going to be "good" regardless -- as VDH puts it, it may be the least worst choice.

If Trump can also start a diplomatic effort with the Russians to get rid of Assad, and also beat the jihadis, then it's a net plus.

But if it's just a gesture....
