It depends on how the battery is constructed. The combustion in cheap or old made Lithium battery is because molecules of the LiCo2 begin to attach themselves to the cathode in the battery, eventually, enough of the molecules have detached from the Li anode and attach to the cathode, that it creates a short, and combustion.
Some of the newer Li batteries have changed the design with a ceramic separation layer that allows the electrons to move freely but prevents the Li molecules from getting to the cathode.
