Try looking on a a few miles of two lane road for a 'missing member' in the dark at night (not well-lit city streets). It could be just as easily missed as run over by a truck.

Considering exsanguination would cause the targeted object to lose volume and diminish in size, I think the officers did incredibly well to locate it in time to be reattached successfully. The owner was fortunate that it didn't become a tread patterned smear, as well.
