I did watch the rally and he meant nothing of the kind.  He was merely making the point that his supporters are calmer now that they no longer have to fear a Clinton presidency.  The man is sorely lacking eloquence, but CNN is deliberately misconstruing his words.  Whodda thunk?

The larger point is that he admits what his most ardent supporters have denied and are still in denial about.

Unless you're saying that CNN made up the audio quotes of Trump.
