Reports of voter fraud seem to be increasing. Ultimately the Supervisor of Elections and the precinct captains are responsible and have an impact on the election in their area and are supposed to be neutral.  Each district and country have their own set of rules that must comply with state voting roles and each state has their own set of voting rules. This is where the problem lies.  States that lean blue are more apt to 'adjust' their voting rules to favor them and vice versa for the red states.  However, I strongly believe in allowing the states to retain their right to run their elections.  Each party should have the right to use poll watchers and have a team of lawyers standing by to ensure fair elections.  Restricting them to in-county doesn't resolve the issue and it leaves the door open for  fraud and misconduct.
