Sweeping counter-terror raids on Tuesday saw the detention of 11 men and three women in five German states. The raids included the detention of a 28-year-old man whom authorities say planned to join the Islamic State in Syria. He had been under investigation since 2015 on suspicion of planning an act of violence.
Authorities said that there was no specific evidence of any imminent threat of attack.
The others were detained on suspicion of financing terrorism. All are Russian citizens of Chechen origin aged between 21 and 31 and were seeking asylum in Germany.
