That isn't a mic, he is purposefully sniffing deeply, whether he doesn't know mic control, he really has the sniffles, or he is playing it up so he can make excuses.

Watching closely, the sniffs are mic control. He is holding his mic too close, and he keep moving it closer when he takes a deep breath between sentences.

He moves the mic almost touching his lips.

Hillary is holding her mic consistently about 6 inches from her face so it isn't picking up her breath.
