When you have to build walls to keep people/business in, you've got big problems. It doesn't occur to them to fix the issues that cause them to leave. Instead they resort to force/extortion. That never ends well and is always counter productive to the claimed goals.
What ELSE doesn't occur to them is that money is fungible; and a working business, like life, is an intangible quality.
So they forbid businesses to leave.
Does that mean they'll stay? Or does it mean they'll GO BROKE AND CLOSE DOWN? Add wasted money to the lost jobs. THERE's a winner!
Does it mean a new avenue of Corporate Law, to restructure a business to make it an Overseas Business? Yes, of COURSE. It's actually simple - the business sets up a European subsidiary; and then reorganizes to make the European company the owner of the American company. And then slowly, new manufacturing is NOT done in the states but sent to the "parent" company overseas. And eventually the American subsidiary goes bust; and the machinery not already sold or sent overseas is liquidated.
