Consider:

The federal government makes up a surprisingly small portion of the public sector workforce. The states and local governments (especially schools) make up most of those jobs. With Republicans in charge of so many statehouses since 2010, they've held back on expanding the public sector.

But it also shows how much of an abject failure Obama's stimulus was at creating jobs.
