With the new funding, federal health officials hope states can hire outside insurance experts to dig deeper into the proposed rates and prove the hikes are unjustified.
Sounds like a great opportunity for graft. Go out and hire people whose intentions a) are by definition not impartial; and b) serve the Obama administration's political interests.
What could possibly go wrong?
Hint: the alternative to an insurance company getting the requested increases is to pull out altogether, as has happened in many states already.
