McGarity's apology at the board's quarterly meeting on Thursday was first reported by the Athens Banner-Herald.
Ludacris, a three-time Grammy winner, performed for less than 15 minutes before 93,000 fans on April 16. McGarity said more attention should have been given the artist's lengthy hospitality rider.
