I think the first vote is still the first vote, all bound delegates will be counted for their original candidate. They are then free after the first vote to vote as they please. Being likely there will be no second vote, it's moot anyway.

It depends on what the Rules Committee recommends and the national delegation approves.

If they are from states the laws or local party rules of which require that delegates vote for the candidate they were pledged to on the first (or first and second) ballot, they vote as they are required.

What happens with Kasich and Cruz delegates now?

Since both are suspended and not out of the running completely they hold on to their delegates per their state rules at the convention. Being suspended means they can still collect donations to pay off their bills. If they completely quit/were unable to continue/became incapacitated, etc. many States move their delegates to the next runner up so they still have representation. That is why none have quit but instead suspended their races. Money and retain delegates.
