I am still of the opinion that this is all part of the cover-up. The grand jury, if there is one, is there to give Lynch cover for not indicting. She can say she presented the evidence and they failed to indict. All part of the scheme to whitewash her heinous.
They risk a mutiny at the FBI. Mass resignations. Then leaks will kill Hillary's chances for a nomination.
