Despite the widespread media coverage, this is far from the worst month when it comes to casualties. Many security measures have worked. The kind of suicide bombings that used to be commonplace have become a horrifying memory. But it only takes a limited number of attacks to create an atmosphere of terror. And a population that is religiously hostile and religiously violent makes peace impossible.
