Oh, they're not for Syria. Timing is wrong. Induct them today and they are still totally useless for 6 months, until they are trained. Look on them more as a domestic peace keeping insurance policy.
Putin can move, with relative ease, about 30,000 troops into Syria at fairly short notice, using a combination of existing marine transports, commercially leased vessels and air transport. That leaves some shortfall in domestic troops, but they are heading into winter and no bugger riots or protests in Russia in winter! By the time spring arrives and the population starts getting restless again, the conscripts will be trained and available.
