President Barack Obama ignores the facts and lives in a "fantasy world" when enacting foreign policy, evidenced by the plan he announced Wednesday to establish diplomatic relations with Cuba, former Deputy Assistant Secretary of State Liz Cheney told Fox News' "America's Newsroom."

"The president, in many ways, lives in a world that's, sort of, a fantasy world. But, it's willful. It's a willful attempt to ignore the facts on the ground," Cheney said Thursday.

Obama was also too quick to blame the U.S. for problems in other countries, Cheney said, adding that such a stance was not "the kind of policy or approach that will defend our interests or keep us safe."

"I think [Obama] accepts the narrative in too many instances of America as the problem — America to blame," she said. "We've seen this again and again and again with this president."

Without waiting for the government of President Raul Castro to come to an end in Cuba, Obama had "given away any leverage we might have in the future over the regime," while at the same time endangering Americans, said Cheney, the daughter of former Vice President Dick Cheney.

"He puts a price on the heads of Americans all over the world. The White House doesn't want to admit that this was a prisoner exchange, but it certainly was.

"The message it sends, 'if you want concessions from the United States, take an American hostage and hold him for years, and eventually the U.S. will cave to whatever your demands are,'" she said.
