Does that mean that no military aircraft were nearby or does that mean that someone has assumed that the military aircraft that were nearby are assumed to have been a type that would not have been capable of shooting the airliner down?

Nowadays, one must be Sherlock Holmes when reading any news story - reading between the lines, looking for double entendres, filling in the omissions - you sure can't take it at face value!
