Former Sen. Jim Webb said Sunday the United States hasn’t articulated a clear foreign policy since the end of the Cold War.

And the Virginia Democrat, who has been mentioned as a potential 2016 presidential candidate, said the U.S. lack of a post-Cold War doctrine has harmed its efforts in the Middle East.

“We have not had a clear articulation of what American foreign policy is basically since the end of the Cold War,” Webb said on NBC’s “Meet the Press.” “Looking at places like Iraq and Syria, you’re seeing policies that can’t be clearly articulated.”

Webb, a former Navy secretary who was a senator from 2007-13, is seen as a potential challenger to Hillary Clinton if she runs for president. He declined, however, to discuss Clinton’s prospects and would not lay out a timeline for deciding whether he will run.

“Taking it one day at a time,” Webb said when asked if he would declare by the end of the year.
