Fomer Massachusetts Gov. Mitt Romney argued Sunday that he'd make a better president than Hillary Clinton -- but that he's not planning to mount a third bid for the White House.

"No question about that in my mind," he said on "Fox News Sunday" when asked by host Chris Wallace whether he'd be a better leader than Clinton.

Prodded by Wallace, Romney insisted he has no plans to run but stopped short of a Shermanesque refusal.

"I’m not running, I’m not planning on running," he said.

Romney said that while he also would've made a better president than Barack Obama, "My time has come and gone. I had that opportunity. I ran and didn’t win."

Romney made waves last month when he told a radio interviewer that while he's not interested in running, "circumstances can change."

He would be much better off not playing - or appearing to play - the come-hither game.  It's annoying and frustrating, and could very easily suck the wind out of the sails of some candidate who might actually be able to win in 2016.

Who's behind this, I wonder? Does Romney just want the attention, is the RNC pushing him out there to fend off a more conservative challenger, or are the media orchestrating this put-Romney-in-front-of-the-cameras effort to muddy the Republican waters (thus doing the work of the DNC)?

Romney is raising huge amounts of money for the GOP. He probably will have raised about $1B by election day. It has nothing to do with political positions - it's about money. The GOP needs it, and Romney is willing to help.

If he means no, he should emphatically close that door, period. I agree with you, he sucks air out of the room.

The real candidates need to be heard from.

I agree that Paul is making me more skeptical the more he has to say about foreign issues.  Like it or not, the US is the 800 pound gorilla in the international room and we need to understand that and act accordingly.
