WASHINGTON (AP) — Two members of the Senate Armed Services Committee have introduced a bill to overhaul the War Powers Resolution.Republican Sen. John McCain and Democratic Sen. Tim Kaine are seeking changes to the 1973 law often ignored by presidents of both parties in sending troops into conflict.McCain said the nature of war has changed and the nation needs a new resolution that's constitutional and workable. Kaine said their proposal would repeal and replace the current resolution. It would require the president to consult with Congress before sending forces into a significant armed conflict or combat operations lasting more than seven days.
