That's just according to Matthew, who used Herod as a framing story to give Jesus a parallel origin story to Moses. Herod was nuts, but he apparently never succeeded in the Massacre of the Innocents that Matthew claims in an effort to shoehorn in a prophecy (as Matthew so often did) into the Jesus narrative.

According to Luke, Jesus was born about ten years after Herod died, during the Census of Quirinius.
