The U.S. Department of Housing and Urban Development approved Texas’ plan to get billions of dollars in aid to homeowners affected by Hurricane Harvey, but it will still be months before those affected by the storm get the assistance they need.

The General Land Office, which crafted the plan, soon will begin distributing $5 billion in federal block grants to counties hit by Harvey, including $2.3 billion set aside for Harris County and Houston.

Houston City Council will consider its plan to spend the $1.15 billion allocated for the city on Wednesday. Houston officials plan to invest $600 million in repairing or building single-family homes and $375 million to fix or construct apartments.

After city council and the county Commissioners Court approval their respective plans, the documents will head to Washington for HUD approval and then be attached as amendments to the GLO’s plan.

Despite Monday’s federal sign-off, the GLO still will need to comply with various regulations before aid reaches homeowners, such as procurement procedures, including an environmental review and marketing outreach.
