A global arms watchdog on Wednesday confirmed that chlorine was "likely used as a chemical weapon" in a February attack on the Syrian town of Saraqeb.

A fact-finding mission by the Organisation for the Prohibition of Chemical Weapons determined that "chlorine was released from cylinders by mechanical impact in the Al Talil neighbourhood of Saraqeb" on February 4, an OPCW statement said.

The team's conclusions were based on finding two cylinders "which were determined as previously containing chlorine."

This was just released, my observations would be... it doesn't show that anyone got killed, though they may have been.  It also does not pen blame on any one side. The article indicates that this watchdog agency is not authorized to do such.  More news needs to be sifted through for info.

"Dropped", so that most likely means planes (a 4 story building? I doubt but could still be possibly faked) dropped this. The regime has planes, the others don't but I guess they could still be dropped in various ways. Again, the report is not precise.
