Because such “rescissions” require Congress to pass new legislation, the law allows the president to freeze these funds for 45 days. Rescissions can be approved with simple majorities in both houses, meaning the Senate can’t block them with a filibuster" . . .

. . . The President resurrecting this authority is a good first, small step in the right direction towards reducing the size and scope of the federal government. We need more, much more, like this.

Obviously Trump cannot literally make good on the grand promises he made during the campaign. He probably wouldn't have won had he not, well, exaggerated.
 
But then he wouldn't have been the first presidential candidate to do so.

If lasting change is going to come it will be accomplished in small, unspectacular increments in the right direction. It looks to me that is what he is doing.
