He's not.  He is looking for a crime, any crime, to hang around Trump's neck.  That much has become obvious... at least to me.

What crime is he investigating?

He's charged with investigating "links and/or coordination" between Russian and the Trump campaign and any other matters that he uncovers during the investigation.  From the Trump-appointee Rod Rosenstein letter authorizing Mueller:

The Special Counsel is authorized to conduct the investigation confinned by then-FBI Director James 8. Corney in testimony before the House Permanent Select Committee on Intelligence on March 20, 2017, including:
     (i) any links and/or coordination between the Russian government and individuals
     associated with the campaign of President Donald Trump; and
     (ii) any matters that arose or may arise directly from the investigation; and
     (iii) any other matters within the scope of 28 C.F.R. § 600.4(a).

If he finds any such "links and/or coordination", I suspect they'd be violations of election law and/or conspiracy.
