The white sedan was traveling at a high rate of speed northbound on French Street when the accident occurred in the 300 block of E. 17th Street, Santa Ana Police said in a news release.

I'm sorry folks, but I got a chuckle out of this one ... yeppers lots of drugs.  Could you imagine witnessing a vehicle flying into the 2nd floor of the building and calling 9-11 and trying to explain?  Craziness ... definitely not an incident that happens every day.
