Except for the high castes that dominate the city - yes.
The truly poor and persecuted live in the rural rice delta slums of Andrha Pradesh. Hyderabad recently broke away from them to create their own state of Telegana which they hope to rid themselves of the lower castes by exiling them to their former rural districts. Then they went to capture and dam up the river canals to deprive them of water.
