Hundreds of alleged or convicted sex offenders have been placed in a prison to help tackle high levels of violence, according to a watchdog report.

The "deliberate policy" apparently aimed at producing a "stabilising" effect was flagged up in an assessment of HMP Doncaster following an inspection in July.

HM Inspectorate of Prisons (HMIP) detailed how there had been a change in the profile of the jail's population.

The number of men on remand for, or convicted of, sex offences had trebled to just over 300 at the time of the inspection.

I'm not grasping it either.  Though, maybe "grasping" isn't the right word considering the topic.

I suspect the thought was that a prison population in which just about everyone was in for assault, offenses involving a knife*, attempted murder or murder would be more violent than one in which the concentration of a priori violent felons was diluted by including some folks convicted of lewd-and-indecent behavior, child porn possession, and rape (esp. of the non-forcible variety -- underage victim, unconscious victim).

Reading the article, it seems the one data point -- the Doncaster prison -- supported their hypothesis:  The prison became "more stable".

*This is the UK we're talking about, having almost completely banned private firearms use, they now fret about "knife-crime" in the same overwrought tones the left in the US uses for "gun-crime".

Most sex offenders are not treated all that well by the general prison population.  However, the article seems to indicate that placing them in there has somewhat reduced the violence problem.

The gist of the article seems to emphathize with the sex offenders as placing them in an ordinary prison damages their opportunities of 'rehabilitation'.

That is a liberalism's view of the world.

The realist's view is that sex predation is almost impossible to rehabilitate.

Reading between the lines a bit, you may be on to something... Sex offenders tend to provide services otherwise less available to gen pop...
