I traveled through Logan airport on September 10 and 13. They were telling us to remove our tablets and laptops, but keep the phones in the carry on bag. I'm guessing that will change, now.

Would that be enough C4 to bring a plane down?

In checked baggage, it may not do much, depending on what was nearby.  As a carry on, it's probably enough to punch through the fuselage or window to cause rapid decompression.
