Well Tillerson isn't helping matters

Recall Tillerson's roots. As Exxon Mobil CEO, doubtless millions were shunted into 'green' energy forms (in fact the day it was announced we were pulling out of pairs there was an XOM ad praising pond scum (algae) as the future fuel). Green mandates/subsidies go away, and that whole program is one big, deep, dry hole. Stock will drop, and I have little doubt with the waffling on Paris, that share price could go up or down. I would be frankly amazed if he didn't get at least a huge option deal in his severance package, if not outright shares, so there'd be the CEO Legacy motive (future value as a director for him) as well as the direct benefit of portfolio worth. He may even be a 'true believer', but I'm not so sure that is essential.

Tariffs were how we funded government so the idea is not outlandish.
Yep, when we had one hell of a lot less of it.

Eliminate half of the current Federal Departments, cut the others by half or more, and you are approaching (but still far from) the level of government we had when tariffs paid the way.
Drop every department and ongoing obligation since the 16th Amendment was passed. No 'welfare' No social Security, No EPA, No Department of Education....it's a long list, and the DC Metro Area economy would implode (the one consistent growth region during the last decade).

Yes, and many of us weren't happy about Trump appointing Tillerson.  Not only because of Tillerson's opinions on the matter, but because of what it signaled about Trump's feelings.
