defense budget procurement research THE MIL & AERO COMMENTARY – I'm seeing a trend in the U.S. defense budget that I don't normally see, and I'm trying to make sense of it. It's this: the Pentagon's procurement budget is declining, while the research and development budget is growing rapidly.
