Given that they've claimed to have tested a compact thermonuclear device and threatened to 'sink' Japan, any missile fired toward them should be engaged and shot down.
It is a clear violation of international law to invade another country's airspace.  Since it was a potential bomb, it could also be a declaration of war.

I suppose a legitimate question is how high does airspace go?  Coastal boundaries are recognized at 12 miles.

There doesn't appear to be a set of agreed upon limit.

That's a legitimate question. Space is unregulated, but where does the sky end and space begin?
