Does the President Have 'Moral Authority' Take Out Other Leaders?

....In his recent defense of Donald Trump, Texas megachurch pastor Robert Jeffress released a statement, and then followed up in an interview with The Washington Post, by explaining that Romans 13 (specifically verses 1-7) “gives the government … the authority to do whatever, whether it’s assassination, capital punishment or evil punishment to quell the actions of evildoers like Kim Jong Un.” It would therefore appear that Jeffress is specifically referring to this verse:

“For government is God’s servant for your good. But if you do wrong, be afraid, because it does not carry the sword for no reason. For government is God’s servant, an avenger that brings wrath on the one who does wrong.” – Romans 13:4

The President has the moral and legal authority to do almost anything to protect America.   The almost anything is a giant gray cloud which moves constantly.

The arab spring was our govt removing leaders Obama didn't like and supporting those he did.  Thats why Iran has the same people in charge and Libya is  mess.
