FGM is barbaric, period.  It should never be referred to as anything but barbaric, and should be prosecuted as sexual assault or sexual abuse.

The organizations with churchy sounding names that have been getting paid by the Feds to dump these people all over the country have been doing just that. Williams County ND just convicted the second guy with a West African sounding name of attempted murder and rape. There wasn't much of either in our demographic 10 years ago.
