The enviro idiots are the ones to blame here.  Dressing up the outside of a building with flammable material just to say "I am Green" is a recipe for killing people.

The investigation will likely reveal that the London Fire Brigade's objections have been over-ruled by the zealotry of the environmental wackos within the City's Leadership.
