Ummm...I don't think so. Article 1 Section 8 doesn't specify "Senate."
Congress as a whole actually. Article 1, Section 8.But technically it was already declared. We are under the Korean Armistice Agreement which would have to go back to the Senate for a change of status.

That's not precisely true, either. Both Bush presidencies got Congressional approval for their "armed interventions." But the general point is sound. Neither Clinton nor Obama went to Congress.

I said "declared war", not to be nasty about it though. That's different than just an "approval".
