It’s time to break out the champagne if you’re a gun owner in Iowa: Gov. Terry Branstad (R) has signed a sweeping measure into law which greatly expands the Second Amendment rights of citizens in the Hawkeye State.

According to the NRA-ILA, House File 517 includes a Stand Your Ground provision, which basically ensures that a law-abiding citizen doesn’t have a “duty to retreat from any place where the person is lawfully present” before defending themselves with force.

Under HF 17, it’s also now legal for Iowans with permits to carry a handgun in the state capitol building; children below the age of 14 can handle pistols or revolvers under direct parental supervision; ownership and use of short barreled rifles is legalized and the records containing the names and addresses of concealed carry permit holders are to be kept confidential.

In addition, HF 17 protects the rights of gun owners in Iowa by stripping away the power of any government official to “prohibit, regulate or curtail the otherwise lawful possession, carrying, transportation, transfer or defensive use of firearms or ammunition, or to seize or confiscate legally possessed firearms and ammunition” during a state of emergency, the NRA-ILA says.

The Hill says HF 17 also lets concealed carriers show proof of a permit at a later date, a reversal of a state law that made leaving a concealed carry permit at home a misdemeanor.

Most provisions of the bill take effect on July 1, but a couple — permit privacy and children under 14 handling firearms — go into effect immediately.

Nope.  But it does legislate riding a snowmobile while armed.

Woot! Finally, after all these years we Iowans can finally defend ourselves.

And after getting the Senate back from many years under the control of the other party, we've passed voter ID, collective bargaining reform and now the stand your ground, among others. Iowa finally starting to be the red state it really is.

What subsidies would those be?

The VEETC is gone, all that is left is the RFS, which is a federal, not Iowa program. Other breaks are pretty minor. Iowa itself I think only offers a small producers credit. If the RFS was intended as a price support, it's not doing much of a job.

I was referring to the federal ethanol subsidies and the fuel mandate which forces gasoline-buyers to pay for it. The Brandstad family themselves personally benefit from it. They also slimed and attacked Ted Cruz for opposing ethanol subsidies in the primaries, which makes them slimeballs forever.

How exactly do they benefit from it? The RFS may force consumers to buy it, but as a subsidy it hasn't exactly held up the price of ethanol. It's not really helping farmers that much.

As much as I'm a Cruz fan, that hyperbole is your religious belief, not mine, and you are free to preach that sermon at the worship center of your choice.

The mandate is not all that is left.  The direct subsidy per gallon is gone but others remain.

@thackney

Considering the number of plants out there at about 200, and given the cost of a 100Mgal plant is about $200M, plus some of that going to biodiesel and other biomass operations, the impact of those programs economically is pretty minor per ethanol plant. Doubtful enough to change the spreadsheet numbers significantly.

RFS pretty much dominates the picture, and it hasn't held up prices much.
